Governor Jane Owen has appointed four new justices of the peace in the Cayman Islands under warrants published in the latest Cayman Islands Gazette.
The appointments are for Tarik Marcel Goring, Wendy Melissa Mellaneo, Gavin Blake Dixon and Patricia Deanne Bryan-Rodriguez.
Each was appointed under the Summary Jurisdiction Act (2025 Revision) through a warrant signed by Owen and issued under the Public Seal of the Cayman Islands.
Before taking office, all four must take the Oath of Allegiance and Judicial Oath.
Separate appointments made under the Oaths Act (2024 Revision) authorise Shiona Allenger, Clerk of the Court, to administer the required oaths to each of the new justices of the peace.
The warrants and the accompanying Oaths Act appointments were signed in George Town on 20 May.
They were later published in the Cayman Islands Gazette, released on 20 July.
The appointments continue a series of additions to Cayman’s roster of justices of the peace.
In June 2025, the governor appointed seven new justices of the peace. Another was appointed in October 2025, with both rounds of appointments also published in the Gazette.
Justices of the peace perform a range of statutory duties under Cayman law.
Depending on the legislation involved, they may witness affidavits and statutory declarations, administer oaths, certify documents and carry out other functions prescribed by law.
They may also exercise limited judicial powers under the Summary Jurisdiction Act and other legislation.
Under the Summary Jurisdiction Act, appointments are made by the governor, entered on the Roll of Justices of the Peace maintained by the chief clerk and published in the Cayman Islands Gazette.
The warrants state that the four appointments were made during the fourth year of the reign of His Majesty King Charles III.
