The National Roads Authority (NRA) has begun the search for an external project director to oversee several major planned road projects.
A request for proposals issued on 10 July seeks project management services for the NRA’s major capital works programme from 2026 to 2028.
The successful bidder will provide executive oversight of the proposed East-West Arterial extension between Hirst Road and Midland Acres. The planned section spans about 5.5 miles.
The role also includes oversight of the proposed Agricola Collector Road between Woodland Drive and Agricola Drive, the widening of Crewe Road between Silver Oaks and Grand Harbour, and works involving the CUC Roundabout, Kings Parking Lot and Edgewater Way.
According to the tender documents, the project director will be responsible for steering the East-West Arterial project through its next stage as it moves from environmental assessment and surveying activities into design and construction.
The role includes responsibility for strategic leadership, environmental and regulatory compliance, stakeholder engagement, budget management, contract administration and oversight of project risks and schedules.
Under the proposed structure, the project director will oversee design consultants, independent service providers and in-house construction teams.
The position will report through the NRA’s managing director, while overall governance authority will remain with the NRA board.
The successful candidate will be expected to work with agencies involved in road diversions and closures and provide regular progress reports on the projects.
The NRA is accepting submissions from consultancy firms and independent consultants.
Applicants must hold a Cayman Islands Trade and Business Licence or a foreign equivalent, provide at least two references and demonstrate qualifications in civil engineering and/or project management.
The contract is expected to run for 24 months, with submissions due by 31 July.
The procurement timetable indicates contract negotiations and execution are expected to take place in August.
