Plans advance for runway safety upgrade at Charles Kirkconnell Airport

The Cayman Islands Airports Authority (CIAA) has released draft terms of reference for an environmental impact assessment at Charles Kirkconnell International Airport.

The study will look at the effects on terrestrial and marine ecology, hydrology, and water quality of planned safety and compliance upgrades at the Cayman Brac facility.

The environmental impact assessment will evaluate direct and indirect impacts including potential habitat loss, with mitigation measures proposed where necessary.

Proposed upgrades include relocating the Runway 09 threshold about 76 metres east to allow for the construction of two 90-metre runway end safety areas.

Additionally, the southern runway strip will be widened to 75 metres from the centreline to bring the facility in line with international aviation regulations.

The project is aimed at enhancing aircraft manoeuvrability and operational safety, as well as strengthening bird management around the airport.

The upgrades are required to meet Overseas Territories Aviation Requirements and International Civil Aviation Organisation standards.

Terms of reference

The National Conservation Council has confirmed that the project falls under the National Conservation Act (2013), mandating a full environmental impact assessment.

The draft terms of reference were developed by Royal HaskoningDHV and outline the scope and methodologies for the environmental impact assessment.

The process was voluntarily initiated by the CIAA in May 2023.

Public consultation on the draft terms of reference is underway, including a meeting on Cayman Brac and a 21-day comment period.

Feedback will be incorporated into the final environmental impact assessment documentation, which will include an environmental statement and environmental management plan.

The proposed upgrade forms part of the Cayman Islands Airports Master Plan and is designed to enhance safety while supporting the continued economic and transportation needs of the Sister Islands.

The project is expected to enter the design phase in 2026, followed by construction in 2027 and operations anticipated by 2028, pending approvals.
