Marlon Bodden named Customs and Border Control Service director

Marlon Bodden has been appointed director of the Cayman Islands Customs and Border Control Service, taking over the agency’s top post from 1 July following a competitive recruitment process.

The appointment was announced by the Ministry of District Administration and Home Affairs on 26 June and comes as current director Bruce Smith prepares to step down from the role.

Bodden currently serves as deputy director for management support services at Customs and Border Control, the ministry said in a press release.

He is responsible for training and workforce development, Sister Islands operations, investigations, anti-money laundering, professional standards and other operational and corporate functions.

The ministry said he brings more than 30 years of public service and law enforcement experience, including more than 10 years in customs administration, border security and organisational leadership within the Cayman Islands Government.

He has also represented Customs and Border Control in national and international forums focused on anti-money laundering, illicit finance, sanctions implementation and border security cooperation.

Home affairs minister Nickolas DaCosta said Bodden’s experience positioned him to lead the agency’s next phase of operations.

“Mr Bodden’s appointment reflects his proven leadership, extensive and unwavering commitment to serving and protecting the people of the Cayman Islands,” he said.

“Throughout his career, he has demonstrated integrity, professionalism, and a strong dedication to public service.

“I am confident that under his leadership, the Cayman Islands Customs and Border Control Service will continue to strengthen its vital role in protecting our borders, supporting legitimate trade and travel, and safeguarding our national interests.”

Bodden holds a Bachelor of Laws (Hons) and a Diploma in Legal Studies from the University of Liverpool.

He has also completed the International Commanders Programme through Bramshill Police College and the University of Leicester, earning a Postgraduate Certificate in Leadership.

His professional training also includes the Criminal Justice Education Course at the FBI Training Academy in Quantico, Virginia, completed in partnership with the University of Virginia.

He is a Certified Anti-Money Laundering Specialist and is currently pursuing a Master of Laws degree at Liverpool John Moores University.

Acting chief officer Debbie-Ann Whittaker said the appointment provides continuity as Customs and Border Control continues efforts to modernise operations and strengthen border security.

She also thanked Smith for his service and contribution to the development of the organisation.

In the press release, Smith said he was confident Bodden will continue the agency’s intelligence-led approach to border security after his departure.

As director, Bodden will oversee Customs and Border Control’s responsibilities for border protection, lawful trade and travel, revenue collection, public safety and national security.

“I am honoured to be appointed director of Customs and Border Control Service and grateful for the confidence placed in me,” he said.

“CBC plays a critical role in protecting our borders, supporting economic prosperity, and maintaining public trust.”
