Cayman police seek suppliers for 24 new patrol vehicles

The Royal Cayman Islands Police Service has issued a tender for 24 new patrol vehicles as part of a major fleet upgrade, with bids closing on 31 July.

It is looking for eight police pursuit interceptor mid-size SUVs with grey exteriors, two white police pursuit interceptors equipped with K9 cages, and 14 basic police pursuit interceptor frontline SUVs in white.

All vehicles must feature all-wheel drive capability, integrated Motorola radio interface systems, LED warning lights, and comprehensive police equipment packages including prisoner partition cages and standard RCIPS decals with reflective crests.

No dollar figure was quoted in the request for proposal document.

The grey police pursuit interceptors must include front push bars, rear parking sensors, privacy glass, and specialised cargo storage with firearms vaults.

The white K9 units are to feature divider cages, pre-wiring for grille LED lights, roof quad light bars with speakers, and rubber floor covering throughout.

The 14 frontline vehicles must include keyless entry, push-button start, automatic transmissions, prisoner partition cages, and roof light bar packages with sirens and speakers.

Suppliers must demonstrate compliance with all technical specifications through manufacturer documentation and provide at least one year full coverage warranty on parts and labour.

The procurement follows a competitive dialogue process, with an initial submission deadline of 7 July followed by a dialogue period from 15 to 23 July before final bids close on 31 July.

Evaluation criteria includes technical compliance, delivery schedule, local industry impact, and pricing, with 85 percent of scoring weighted on cost.

Suppliers receive maximum points for delivering all vehicles within five months of receiving a purchase order.

The government has emphasised its commitment to maximising opportunities for local industry, with scoring criteria rewarding Caymanian ownership, employment of local workers, and use of on-island resources.

Interested suppliers must hold a valid Cayman Islands Trade and Business Licence and provide three references from companies that have procured similar goods within the past five years.

Contract negotiations are scheduled for 18 to 22 August, with the agreement expected to be executed by 1 September.

The one-year contract will see vehicles delivered to Grand Cayman with payment due within 30 days of delivery and acceptance.

All submissions must be made through the government’s Bonfire procurement portal, with bidders advised to begin preparations at least one day before the deadline.
