Civil Service College explores university training partnerships

The Cayman Islands Civil Service College is exploring partnerships with higher education institutions as it looks at new training and education opportunities for civil servants.

The initiative is part of a Request for Information issued by the Cayman Islands Government to gather details on available programmes, delivery models and partnership arrangements before deciding whether to launch a formal procurement process.

The Civil Service College serves as the government’s central learning and development institution and supports training and professional development across the public service. It currently delivers programmes through a mix of internal resources and external partners.

The request focuses on four areas where the college is seeking information from higher education institutions.

The first is stackable mid-career credentials that allow working professionals to build qualifications over time. The college is interested in programmes where certificates can be accumulated and applied towards diplomas or degrees in fields related to public service, leadership and management.

The second area is flexible undergraduate and graduate degree-completion pathways for individual civil servants pursuing further education. The college said it is particularly interested in programmes that recognise prior learning and support self-paced or part-time study.

The third area covers technical and applied short courses designed to develop specific workplace skills for public sector employees.

The fourth focuses on specialised artificial intelligence training for different groups within the civil service, including employees working in human resources, finance and accounting, policy and administration.

The college said it is seeking practical AI training linked to day-to-day job functions rather than general AI literacy or policy compliance training. Those areas are already provided internally.

Institutions responding to the request are being asked to provide information on accreditation, quality assurance processes, programme offerings, delivery methods, pricing structures and experience working with governments, public-sector organisations or employers.

The government is also seeking details on partnership arrangements such as discounted seats, bulk enrolment options, customised cohorts and learner support services.

According to the document, the exercise is intended only to collect information from the market and will not result in a contract award or procurement commitment.

The college said responses will not be competitively scored and participation will neither advantage nor disadvantage institutions in any future procurement process.

The request was issued on 7 July. Questions must be submitted by 30 July and responses are due by 7 Sept. through the government’s Bonfire procurement portal.
